Just wondering if there is any reason to periodically power the iPhone 5 down? If there is then how often? Thanks

Just powering it down and leaving it off... no. Sometimes, though, you'll run into issues w/ an app working properly or the iOS getting hung up somewhere. A simple "Hard Reset" will normally clear up any issues that arise on an iDevice. This isn't iPhone 5 specific either. This covers all iDevices... iPhone, iPad & iPod Touch.

I haven't found a need to power my iPhone 4S down in weeks.

You don't need to power it down ever really. It is, however, recommended that you completely drain your iPhone's battery down to the nub where it causes you to shut down from lack of power. Apple recommends that this be done every 1-2 months, I say every 3 weeks to keep it cycling so that you maintain a healthy battery.

Not exactly. The reason that Apple recommends a periodic full discharge/recharge cycle is not for maintaining battery health, but to maintain the calibration of the battery charge level meter.
