port voip thru regular iphone dialer

I have an iPhone that I just have a data plan on and mostly use it at home on the WiFi. My question, is there a way to get into the phone and port a VOIP service thru the regular iPhone dialer to use like a normal phone. I have never heard this done before but thought I might ask if it can be done. Any help???
