Mail not working

Hey guys, new here.

I did try to use the search tool but with no luck.

I have been trying to set up my mail as I restored my iPhone like 2 weeks ago and ever since then it has not been working. It keeps giving me 'the mail server pop3.mweb.co.za is not responding. Please verify that you have entered the correct account settings'
This has been happening with firmware IOS5.1.1 and IOS6.

I have tried the following:
1. restarting the phone, both hard reset and the normal turning off procedure.
2. reset to factory settings.
3. restoring the iPhone.
4. contacting my mail ISP as well as my cellphone provider, but with no luck.

Yes I did try and delete the account and then re add it, also all my information is correct. Can someone please help me?
