Loss of features and other Voicemail problems

I think after the last iOS update they deleted the voicemail transcription. Is there a setting to get it back.

Another thing happened yesterday, they did remedy itself. People could leave voicemail, but the voicemail icon had disappeared.


Then it reappeared. Any idea what happened there?
