My phone will not connect to my home number only 1 ring and it will not finish the cycle. This is the only number that this happens to. My wife's phone will complete the ring cycle to have the message start. Thank you if you have any info.

Your line has been blacklisted on the home line, you ll need to unlist your number on the home line from blacklisting

I do block calls but I checked and that number is not blocked.

This sounds like a carrier issue. You might check with your wireless carrier for assistance.
