Is it possible to attach an iphone camera to an ipod touch and it actually work?

If you are sure that you can attached it to ipod functually, that may be available. There is always some amazing software may conect them well. Have you google this online?

If hardware wise you successfully attach the iPhone camera to the mother board of an iPod, software wise you will fail to get it to work.
