It doesn't matter what's on this particular video, every one like it is a scam. If it were that easy to bypass activation lock, it wouldn't be a very good security measure, would it.

So this is not really bypassing iCloud's activation lock, but trying to find out the former owner's iCloud ID, to contact him, as I understand it.
