IOS Load Question from Restore File

I have a 4S and only have 5.1.1 loaded because i didnt like the first 6.0 and waited. Well i waited to long and i missed the 6.1.3 upgrade and now i dont want to go to 7.0. Ive seen 7.0 and played with it on a friends phone and it just looks childish, even the calculator looks bad.

So can i load 6.1.3 on my phone from a 6.1.3 restore .ISPW file?

The signing window for 6.1.3 closed yesterday. That being said, you cannot selectively restore your iOS to any iOS regardless of whether you have SHSH blobs saved or not as the iPhone 4S does not have an on-board exploit like LimeRa1n for the iPhone 3GS/4 that you can use to downgrade. Your only option is to stay on 5.1.1, or upgrade to 7.0

i read on a site " dont know if i can mention the name" about using the restore .ISPW to restore back to 6.1.3 after having the 7.0

That was possible until yesterday when the signing was closed.
