Yes, you can jailbreak iPhone 4 on iOS 7.0.2 with opensn0w....

OpenSn0w is a tethered jailbreak available for the iPhone 4 only.

There is another software 7.0.3 update ; should i stay away from it ?

OpenSn0w has not been tested on 7.0.3. I'll see if I can get my hands on a 4 again to see if the current OpenSn0w supports it, though it probably will without an update

Ok so where do I go to get the OpenSnow program ?

OpenSn0w is not a utility, it's the essence of what a jailbreak is, which is to strictly gain root access, and does not install Cydia, and you have to manually get SSH onto your device before you can install the Cydia package.

You can get OpenSn0w at @winocm's github here. It only runs in Mac OSX and possibly Linux/Ubuntu (there aren't any Linux ThinkPads left in the office for me to test it on)

If you do not have a Linux/programming understanding and/or background, OpenSn0w should not be considered
