IOS 6.1.3 has just been released and it seems as though its a few minor bug fixes, including the passcode lock bug. I myself never use a passcode but for those of you that do just having this fix will make the upgrade worth it..

Has anyone's battery life gone into the tank? After updating, my battery life is awful. This morning it went from 100% to 85% just reading faacebook and a few news articles. No video played, no games, just Facebook and the news which used to take 1-2% at most!
I never had any battery issues on any of my ios devices or firmwares I had it on, but I have bluetooth off and the screen brightness pretty low and it lasts a long time..
also since apple blocked OTA updates while jailbroken it has been enough to put me off doing it as I love OTA updates and hate having to do a full restore every time.

My battery life is being zapped quickly since the update as well. Just sitting overnight with the phone on it dropped from 100% 87% and I have all of my apps closed.
