iOS 12.1 not showing in Settings

Settings_General_Software Update only offers iOS 12
In iTunes_Summary Software Update only offers iOS 12.0.1
I've done soft and hard resets on my iPhone 6s but nothing changes. Where is 12.1?

That’s weird. Usually you should get the update to the latest software. Is your iPhone jailbroken?

Try updating to the iOS version that’s offered on or for your device. Maybe the update to iOS 12.1 will appear afterwards.

I've read in the Apple Developer Forums that even though the offered update says iOS 12 you'll actually get iOS 12.1. You can't lose by trying.

Well, I solved this by using a different computer, with the exact same OS El Capitan and iTunes 12.8.0.150 and was able to do the update via iTunes on the second computer. Makes no sense to me but it worked.
