My brother and I had the same problem of picture messages not going thru using iMessage while other iPhones on our account was not having a issue. 3 of them are jail break and the other 3 are not. My brother and me were jb and having the issue and the 3rd one that was jb was not having the issue. So we started looking at what jb apps we had on ours that the third one did not have. We found it. We had the jb app "copic" on our phones. We deleted the app off the phones and turned the phone off and on and iMessage started working right again.
Copic is a app that puts pictures on your contacts in the message app. My brother tried everything including resetting the phone, and re jail breaking the phone but he made the mistake of restoring the apps and had the same problem with iMessage. Once we took copic off and turned phone off and on, iMessage worked immediately again.
