After installing the Apple iPone iCloud eMail app it does not work. All that comes up is a screen with no mail or messages. If I click on the icon to send mail I am able to type in everything but it does not deliver. If I go to my Microsoft Windows 10 and pull up my iCloud Mail i have 12 eMails ?
 
Apple‘s Mail app is a built in app. Usually you don‘t have to install it, if it hasn‘t been deleted before.

However, if you use Apple‘s built in app, you have to set up the account in the Settings app. Go to Settings - Apps - Mail, or Settings - Mail (depending on the software installed). There, look for Mail Accounts and add your iCloud account, if it‘s not visible there. If you use the iPhone with an iCloud account, and are subscribed to services like iCloud Drive or iCloud Photos, the account should have been added automatically.

If you don‘t use the built in Mail app, could you please post a screenshot of the app you‘re using?

I deleted the Apple iCloud App on my iPhone 8+ then went to Apple App store and added it back.. Again when I go to my icloud mail it asks for my password i enter it and it comes up wrong password. When I go to my Dell Pc and bring up my iCloud mail it works fine. The same with Outlook mail on my iphone it asks for my password but says wrong password but my PC all mail comes up ok. If I go into my PC and change the iCloud eMail password and test that my iCloud mail comes up ok it works ok BUT when I go to my iphone and click on iCloud mail it asks for my password but when i enter the password I just entered for the PC it comes up wrong password ?
 
I think you are not correctly identifying your password. Go to your Dell, chNge the password for your email. Now try to log in on the Apple Devices with the new email..
