How to get contacts from iphone 4 to 5 if the iphone doesn't work anymore

Hey,
I need help with my Iphone over a field trip it fell into the sea and it doesn't work anymore, so as soon as I got back to England I bought Iphone 5. At the store they told me that by finding my old number, somehow I could transfer my contacts to the new Iphone. But they didn't bother explaining it, soooo i came here to look for help please answer as soon as possible!

Did you have a backup via iTunes or iCloud of your iPhone 4?

Having a backup would be the only way to recover contact info if the iPhone I question is completely inoperable.

You can't the data out of the device that's not working without professional tools assuming your device is beyond saving. Otherwise, you won't be able to retrieve any data off of the device.

Did u ever synchronise ur iPhone with ur PC/laptop ?
As @Thomasjtsi said that would be the easiest way

As others have said, torch..., you must have saved that info elsewhere if the device is nuked: iTunes, Cloud....

I have all of my stuff syncing with Gmail so if I set up my gmail on my new phone it syncs. But you should have an iCloud sync or something?
