From what I see in your second screenshot, once you tap on the set up personal hotspot link, you can set up your hotspot by giving it a name and password. No, it just means that you have to contact your cellular carrier in order to activate the feature, if your carrier allows the use of a personal hotspot. Until you do, you won't have the option to set up or use the hotspot feature.Mine does not show carrier or set up personal hotspot.
