Hotspot??

We are traveling in car and have my IPad wifi with and wondering how to do this? Do I have to pay? I am not jb either.

No charge for hotspots usually, but if there is, you'll see a website telling you there is a fee.
Just make sure there's no padlock symbol when you find a wifi hotspot, as if there is, you'll need a password.

Download an app to help you find free hotspots... McDonalds, Panera Bread, Burger King and Starbucks all have free wireless.
