Iam a jail broken veriZon 4.2.8 user if I update to 5.0 can I re jail break and or have all of my settings and apps back help me also will I have the new 4s features?

No matter how much you jailbreak you won't get all of the 4s features. You'll get 99.9% of them but won't get Siri. You can do a tethered jailbreak but like Jbs said no Untethered yet
