How to make picture files on my photo gallery

You mean "How to create new folder?" If yes, then you will need to be on iOS 5 to do that, and it's easy tap on "photo icon" on your home screen, then tap on "edit" at the top right conner, then tap "add" at top left conner. Give a name to your new folder and voila.
If you are on other previous iOS, then you can't unless you jailbreak and if that's your case, open up cydia and look for "Photo Album+" it's a paid tweak allowing you to create and easily manipulate your photos folders.
