I have pre-owned unlocked iPhone 4. Attempting to set up new wireless network account, however, I'm being blocked since I don't have the previous owner's wireless network(Verizon) password to make the change to a different network in. Is there a way to resolve this issue?

Only the iPhone 4 GSM can be unlocked technically. The GSM 4 is not compatible with CDMA networks as their bands are different and not universal since they're differentiated unlike the 4S, 5, 5C and 5S which are world phones.
