E-Mails being moved to Junk Mail

We are using Exchange Sync with an iPhone and the user also has an iPad. Our server is on Exchange 2007 with the Junk Mail filtering turned off. Somehow, e-mails are being moved from the Inbox to Junk Mail. Since we have ruled out the network causing it, could it possibly be a setting on the iPhone or the iPad?

If you set up exchange on your iDevices then you will be able to see all folders of your email in your iDevices, then you will be able to view the spams folder. For what I know, once you move to the inbox or reply to an email from the spams folder then whenever that email address will send you messages again, it will be showed in your email box instead of landing up in the spams folder like usual.
