Cydia won't open, error saomething like, exceeded packages and sime unlocking ques.

Guys, what is the solution for this?

I can't even delete some packages or repos because cydia won't open. i'm on iphone 4 6.1.2 evasion.

If i go to safe mode, will i be able to open cydia? how to go to safe mode without any tweak for that installed?

Assuming you have Cydia Substrate installed which also installs Substrate Safe Mode, you can boot your device into safe mode by powering off the device, and holding the volume up button while turning on the device and keep holding the volume up button until your device fully boots
