Contacts deleting on new iphone 5s while deleting contacts from old iphone 4

First off I am posting this for someone unable to do it for themselves.

As subject states his contacts are self deleting from his new phone as he deletes them from his old phone and is not aware of why this happens. Or how to prevent it.

He probably has them synced/on through iCloud. He needs to turn "off" contacts in iCloud

Xrayayes is right. It's iCloud syncing between two or more devices.

It may not be just iCloud, it could also be any other service like gmail, yahoo, or Facebook. It's all going to depend on what he has set up for contact syncing.
