a couple of weeks ago, my friend dropped my iPhone 4S in a pool. i put it in a bag of rice for a few days. now, it'll turn on when plugged in to a charger, but it says no service and it won't let me turn on wifi. the little bar thing is greyed out. I've tried plugging it into my computer, but it won't turn on at all. it only turns on when plugged into the wall charger. since then, I have gotten a new iPhone 5. is there anyway to transfer the pictures from the old phone to the new phone? I checked iTunes and the last time I backed up the old phone was in April, so there are around 200-300 pictures that's aren't saved. thank you for your help!

The only way to get those photos off your water damaged iPhone would be to repair the phone to the point where it can sync with iTunes. There's a good chance that the internal damage may be too great to allow this.
 
Pour rice into a sealable Zip-Loc bag and submerge the phone in the rice and seal the bag, leaving some air inside. Leave it sit there for 36 to 48 hours. Then test it by powering it on. If it doesn't work, you'll need to pay for an out-of-warranty repair. Make sure the rice is dry rice.
