Cameras dont work

Just upgraded from my old 3 to a 4. Cameras don't work. Freeze up with blue and pink vertical bars. Suggestions?

Hard reset the device and see if that makes any changes. if not then factory restore it. If after the factory restore you still have that issue with the phone then take it to Apple store.
