Block a number?

I was wondering if there is a way to block a number on my AT&T phone that is not jail broken. Before you ask, yes I searched but I don't have Cydia (not jail broken), and I'm not a Verizon customer. I would appreciate any advice I can get. I don't mind paying for an app as long as it works but I would prefer not to pay $5/month for smart limits just to block a relentless telemarketer. Thank-you.

iBlacklist I think works. Other than that there are quite a few subjects on this matter in the forums.
