Bars Go all the way up, then soon after drop down to 1 bar , this repeats continuous!

I just got an iPhone 4 on Verizon and i notice mostly in little or no 3G area but sometimes in normal 3G area that my bars go up to full, then maybe a minute later it drops to 1 bar, and this cycle goes up and down , and it goes in and out of 3G , i got a bumper but it did nothing, i also have iOS 5 which might be why idk.

Well it might be an instability with the iOS if you've never noticed this issue with previous version of iOS with your phone. It should then be software related issue.
