Blob saving is universal. You can save blobs on a stock or jailbroken device, and you can save blobs that are currently being signed on only. As Astrix pointed out, check out Leigh's (f4780y) sticky for an in-depth demonstration and explanation of how to do it as well as why it's so important to do so.

I have read the it and there are very good informations. As i understand when we connecting iphone to computer and clicking save blobs, blobs downloading from apple server for current connected iphone, not saving from iphone, downloading from apple server, yes?

That depends. By default, blobs are retrieved from Cydia's servers in TinyUmbrella. You'll have to untick that in the Advanced tab in TinyUmbrella to have it retrieve blobs from Apple's servers.

Cydia and Apple servers are 2 different servers. Blobs are saved on Cydia automatically assuming you open up Cydia while the iOS is still being signed. If you retrieve from Cydia, you'll get the blobs stored on Cydia only. If you retrieve them from Apple, you'll only have access to the latest iOS's blobs.

So, i will not use itunes server for downgrade, only cydia server if my blobs saved on cydia, or local blobs id they saved on my computer, yes?

Yes. There are 2 options when retrieving blobs using RedSn0w and other jailbreak utilities. One is local and one is remote. Local as you said is on your computer and remote is from Cydia. You can manually save bulbs, then throw them up onto Cydia's server as well for safe keeping.
