Background for Notification center?

I know in Android you could put a background for the notification center...can we do this in iPhone? I think I remember being able to do this on my 4S, but I can't find it for the 5? (yes I'm JB)

I know for certain you can use a background image for your NC w/ Springtomize... because it's what I use. I'm sure there are standalone tweaks that do this... just not 100% sure what their names are.

OK...I downloaded springtomize but it only lets me blur or make the NC transparent.
