App to prevent outgoing calls to certain contacts?

I just want my phone to be able to identify certain numbers if they call me, but not be able to call them. I keep some creeps in my address book solely so I'll know not to answer when they call - I have no intention of ever calling them, so I wish I could remove the possibility of accidentally doing so. Similar to a drunk-dialing app, except it looks like those restrictions expire after a time limit. Anyone have a suggestion?
