Can adding too many repos slow down your device? I added a few more and noticed a little lag with my device.

Adding the actual tweaks can tho.
Before adding any i do some homework to ensure they are compatible with what i already have etc.
Cracked apps can cause issues too. Best advice is don't support piracy, pay your bucks for them.
Winterboard is a known possible issue although adding the barrel tweak helps.
The only lag i get is opening up apps.
NO lag on scrolling home screens or on the net.
