About Re-installing iOS 6.1.3

Hi

I have a 3GS running on 6.1.3, Recently I have found out some problems such as my safari is not working (it's not opening too) and I cannot play Facebook videos too, earlier I was able to do all those things, so I gotta decide to reinstall my iOS to same version as I didn't have or save my blobs, is it possible, coz I want to use my phone.
Please help me guys

You don't need any blobs. iOS 6.1.3 is the current iOS version. All you have to do is connect your iPhone to iTunes on your computer and choose the restore option.

It's not really necessary, though, as restoring through iTunes will automatically install the latest version of iOS onto your device.
