4s start-up issues

My sister-in-law has a 4s that shuts down when she uses the home button. She has to use the home button 2-3 times for phone to stay on. Should I maybe try a restore after backing up files on iTunes? Surely it can't be anything too serious. I have her old 3s. Great phone, even after it went swimming. I have re-built it afterwards, no problems. Any advice on her 4s would be appreciated.

Is it jailbroke, if so its possible the home button action has been switched in "activator". If its stock, then if it were mine id restore it.
