Xcode is the software that developers use to create apps and games for iOS. Apple has now changed its policy regarding permissions required to build and run apps on devices, no longer requiring users to pay $99/year to become a member of Apple’s Developer Program. On the website for Xcode 7, Apple says the following:

"Xcode 7 includes everything you need to create amazing apps for iPhone, iPad, Mac, and Apple Watch. The Swift programming language has been updated and is now faster than ever, with great features that make your code even easier to read and write. And with the new playgrounds you can experiment with new APIs or author gorgeous interactive documentation using embedded resources, additional source code, and rich text comments. Xcode’s user interface testing feature can even record your app in action and generate tests for you."

Thus, thanks to this new update, apps can be tested on devices with no purchase being necessary. This will allow anyone to send apps to their iOS device, even if they haven't been approved by Apple. So, this means that there's now no restriction from running such apps as emulators, torrent clients, banned games, and other unavailable software.

You would still, however, have to pay the $99.00 annual fee to be able to submit your apps to Apple for inclusion in the App Store.
