Say i had a jailbroken iphone and restored it, if i choose to restore my iphone from my backup from when it was still jailbroken, would it still have cydia on there?

No... you backup will contain all non-Jailbreak apps only. After restoring it you'll have to re-Jailbreak to have Cydia.
