As per our question, it may or may not work. When an iPhone is reported stole and such, it's added to the global blacklist, meaning every major carrier will abide by this list. In some cases, if the company is a really small one that does not piggyback off of a carrier that follows the blacklist, you'll be able to use it. In some cases, you might not be able to IMEI unlock a blocked iPhone without using an illegal/grey-area backdoor method (not supported by iPhoneForums) in order to get it working on any network.
