Voice Control

I am helping a woman I know with voice control on her iPhone 12. She cannot use her arms, so she needs to navigate entirely by voice. We have been having trouble trying to get her phone to select a search bar or address bar, both in any apps and in Safari. I've tried different phrasing to try to get it to "click in" the search/address bar, but have had no luck. She can scroll up and down on a web page and go to her home screen, other apps, etc, with her voice. It's a little strange, because what use is using your voice to control your phone if you can't search or type into the address bar. Any help would be appreciated!

Can she tell Siri to Search Safari for… or to search iphone for …? It seems to work for me.
