Aside from a factory unlock, a Gevey SIM for GSM iOS 6.0 should work for the device. I haven't tried it on international carriers, but for US carriers, it's working fairly nicely. Some features like MMS aren't available since they're directly linked to the iOS. Once there's a jailbreak for the A5+ devices, you'll get a workaround.

Gevey works just anywhere as far as I know. I know that it works in Europe, Asia, Australia and the US as well as Canada.

Are you still under contract with Rogers? The reason I ask is that even if you get your phone unlocked and activated with another carrier, you still have the monthly payments to Rogers until the contract is up. Most carriers charge a large fee to end the contract early.
