Unable to call on FaceTime using data

I am unable to call on FaceTime when using my iPhone 4's data plan. I get a message saying that I have to connect to Wifi in order to use FaceTime. however, I do not have Wifi. I have data through T-Mobile. Why won't it connect using data?

I seem to remember that the iPhone 4 did not allow FaceTime over cellular.
You're right, Kevin. FaceTime over cellular requires an iPhone 4S or later. Use FaceTime with your iPhone, iPad, or iPod touch - Apple Support
 
There was actually a trick that used to work using two iPhone 4s. If you set one up to use the personal hotspot of the other, you could make a FaceTime call.

Yes. Skype was the workaround when FT wouldn't play ball. Works a treat.
