Two-step verification on setup screen

Will I have to enter only my password when setting up iPhone, or will I need a two-step verification code as well? I know the password of my Apple ID, besides that, I don't have the phone number anymore nor the recovery key and the Apple ID is locked for safety reasons too

If you have previously set up two factor authentication you will need a trusted device in order to unlock your Apple ID. If your Apple ID is locked or disabled
