Transfer settings from iphone 6 to iphone SE 2020 not working

I'm retiring my iphone6, which works well. Just received a used iphone SE 2020, which has been reset to factory settings. Went to Transfer iphone on the SE. It asked for my Apple id email, which I supplied. When I tapped NEXT, nothing happens, absolutely nothing, not even an error message. I then noted, there was no SIM, so I inserted a new one. No change. What am I doing wrong?

Did you get the phone from a reputable source?

Yes. 99% positive on ebay, Anyway, problem solved. Transferred successfully from itunes backup. Working fine. Thanks for your response.
