a friend of mine is giving me his iphone 4 that was suspended through verizon. is there a way to get my at&t sim card working on the phone?

No. AT&T is a gsm company that requires a sim card while Verizon is CDMA and doesn't require sim cards. Anyways that phone is just a paper weight. Not much you can do with it until he gets the device unsuspended.
 
iCrank types with much wisdom. You can use it as an iPod Touch but that is about it.

Agreed, iPhones are registered and controlled via Apple, so once suspended unless the carrier ok's it, the phone stays suspended.

Annoying maybe, but reduces the value of a stolen iPhone, which is very good for all the honest legal owners
