That app that is being used is Farmville and that person is cheating with a in app unlocker

It's not a app unlocker its a crack to get in app purchases free. Those unlockers are for in app purchases...that's the cheating man's hand in playing games. I don't recognize what exact one it is...but besides that I see that as piracy and No one here can help you with that.
