Siri not available without wifi?

Could have just been an issue with the server that Siri works with. Or you could try restarting your phone to see if that fixes it.

Siri requires an internet connection. It won't work, for example, in airplane mode.

Correct, it (she) works on cellular or wifi as long as you can see the internet and the servers are not bogged down or unavailable
