Why is my iPhone refusing restore request for latest backups but not backups from a year ago?? I'm trying to recover pictures that were lost from restore from a really old backup. The pictures are of my 2 month old baby and really important to me.

Not sure what's wrong on your phone,but you can use a data recovery to recover your picture if it is possible.

Do you remember making a backup of your iPhone over iTunes while after taken pictures of your baby? If you didn't make any backup of your iPhone while after taking some pictures of your baby then there is no way you will find those pictures back from a backup.
Did you have photo stream enable when taking those pictures? if yes and the pictures are not more than a month old, enable photo stream on your iPhone and go to photo stream album in your iPhone photo album and they will upload back in that album.
