Purchasing contractfree 4s

Hi everybody,

I am living in the Netherlands and asked a familymember in San Francisco to get me a 4s. He will be visiting me 18th November. Do you think the contract-free 4s will be available before this date? Another question: The 16 Gb version will be 649 dollar. Which tax-percentage will be added in California?
