Problem with restoring

After backing up the iPhone to my computer, the Apps were in German. I tried to restore it as a clean phone. Cleared the find my phone. I had an old card in it. After it was, l thought complete,l swapped cards and tried to restore it as new. That's when the fun began. 3 times l tried it stopped at the at same place.
Were l could choose English etc. But would not go any further.
I got the following on the phone and pc
