In Safari, tap "Upload File":

Then "Choose File":

Then select the right location. I'm posting from the Photos app, so I always select "Photo Library":

Choose the right album:

No matter which one. Then select the image:

It will start loading. As soon as it has finished uploading the photo, you'll find here:

Choose "Full Image" or "Thumbnail". (I prefer full image). Then post your reply.

The screenshots are from an iPad, it works the same on iPhones.
