well the phone has a partition for ios to be installed so you will lose a few GB's.. I do not have the 4S myself but I would say out of the 64GB you would be able to use in the mid 62GB's or 63GB max.. maybe some one with a 64GB model can check in their settings, but it does vary for each model by a few hundred MB's
On my 64GB iPhone 4S, when I go to Settings > General > Usage, I see that I have 44.4 GB available, with 13.0 used - a total of 57.4GB.
This very closely matches iTunes, which shows this:
So, there's a lot there, I'm thinking. And, I think the storage is used by whichever area needs it, so, technically, I am sure I could use up that 44GB available with apps. But, wow, that'd be a lot of apps!
