Iphone storage problem XSMax 64gb

Got a message that my storage was almost at its max 63.5gb of the 64gb. What?? Went to settings, general, IPhone storage. Shows the system using 6.34, apps bout the same, photos, media, mail very minimal. Other, on the other hand says 43.33gb. Apple says it’s a bug in the iOS system. I am up to date on software being iOS 13.3.1. Apple told me to plug phone in overnight with the notes app open, lock screen never, next morning turn off phone and turn back on to see if it reboots. And it didn’t fix anything. Anyone else have this issue?

Got it lined out. For some reason my pictures was just saving to phone. Had all settings set right to back up on ICloud but they were not getting there. After 40 min and screen sharing we got it resolved.
