Location Services for Siri--help?

I've never used this function for Siri, but thought I'd try it in the car today. Hit the home button and requested "remind me about tracking numbers when I get home."

Siri response was "Before I can do that, you'll need to change your location services settings. In Location Services Settings, turn on both 'Location Services' and 'Reminders." and had a button marked "Location Services Settings."

I tapped on the button, and Location Services is "ON" all of the System Services are "ON" and when I go to Reminders, there isn't a slider button to turn it on or off, just a blank screen with "Applications that have requested access to your reminders will appear here."

What am I missing?

iPhone 5, all firmware and software are current.

After you toggle Location Services to ON you should see a list form below it of apps. Scroll down until you see reminders. Toggle that on also.

Even native apps that can use location services are in that list so if you have reminders on your phone, it must be shown there.
